Any contractor who works on rural properties in New South Wales will sooner or later meet a sign at the gate declaring that a Biosecurity Management Plan applies. Technology installers are no exception, and in some ways the risk we carry is higher than average: we move between properties frequently, we bring vehicles, tools and packaging onto the site, and we often need to get to places that are not on the normal farm track. This article sets out, in plain terms, what those plans ask of us and how we design our work to fit within them.
What the Act and a plan actually ask
The NSW Biosecurity Act 2015 places a general biosecurity duty on anyone who deals with biosecurity matter, which in practice means anyone whose activities could spread pests, diseases, weeds or contaminants. If you know, or ought reasonably to know, that what you are doing carries a biosecurity risk, you are expected to take measures that are reasonable and practical to prevent, eliminate or minimise it. That duty applies to a visiting technician as much as it does to the landholder.
A Biosecurity Management Plan is a document the person in control of a property can put in place setting out the measures that apply on that land: how visitors enter, what they must do before and after, where they may go, and what they may bring. When a plan is in place and signage is displayed at the entrances in the prescribed way, a visitor who enters without complying with the plan’s requirements may be committing an offence. The details sit in the Act and its regulation, and anyone operating on a managed property should read the specific plan rather than rely on a summary. The practical message is simple: the plan is not a request. It is the condition of entry.

Come clean, go clean
The discipline that underpins all of it is that you arrive clean and you leave clean. Concretely, that means:
- Vehicles washed down before arrival, with attention to wheel arches, underbody and footwells, and again before leaving if the site has weeds or a declared pest.
- Footwear cleaned and disinfected at the gate, or dedicated boots kept for the site.
- Tools, ladders and cable reels brushed down and checked for soil and seed before they go in the vehicle.
- Packaging, pallets and cable drums inspected, and any cardboard or timber that has been sitting in another yard left behind.
- A record of where the vehicle and crew were in the days before, so the landholder can make an informed decision about entry.
None of this is onerous once it is routine. It is a checklist item on the job sheet, not a special event.
Low-impact installation
The way an installation is done affects biosecurity as much as how the crew arrives. We plan routes across the property in advance and stick to existing tracks and laneways wherever possible, because every new wheel track is a corridor for weed seed. We avoid ground disturbance: pole-mounted equipment, surface cable in conduit, and screw-in anchors where they will do the job, in preference to trenching and concrete. Where trenching is unavoidable, we do not bring soil, gravel, sand or mulch onto the site from elsewhere, and we do not take spoil away.
Materials matter too. Timber and cardboard packaging can harbour insects and fungal spores. We decant equipment into clean plastic tubs before it goes on site and dispose of packaging off site. Hardware that has been used at another property is cleaned and inspected before it is reused, or it is not reused.
Remote monitoring reduces site entries
The most effective biosecurity control we offer is not a procedure at all. It is the fact that a well-designed remote system means fewer people driving through the gate.
Every site visit is a risk event. A technician who has to come out to reboot a router, swap an SD card or check why a camera stopped reporting brings the whole come-clean process with them and, however careful, some residual risk. So the design goal for every node we install is that routine faults are resolved remotely: encrypted tunnels back to a hub so the site can be reached without inbound access, watchdogs and power controllers that recover a hung device on their own, out-of-band access over a secondary link, and configuration held off site so a replacement can be prepared before anyone travels.
Visits that cannot be avoided are batched. If a battery is due for replacement in three months and a camera needs re-aiming, they happen on the same day, and that day is scheduled with the landholder around stock movements, spraying and any active biosecurity concern rather than around our diary.
Working with the landholder
The person in control of the property knows things a contractor does not: which paddock has the weed they are trying to contain, where the stock have been, which gate should stay shut. We treat the plan as the start of a conversation rather than the end of one. Before a job, we ask what the current concerns are and whether anything has changed since the last visit. After a job, we tell them where we went and what we left behind. When the plan is updated, so is our job sheet for that site.
