1. Purpose
This Plan exists to manage and reduce the risk of:
- The introduction or spread at the Property of Serrated Tussock (Nassella trichotoma); and
- The introduction at the Property of animal-borne disease vectors, particularly from neighbouring properties or external livestock movements.
2. Scope
This Plan applies to the entirety of the Yarrabin property in Yarrabin, NSW (“the Property”), including all access tracks, gates, paddocks, structures, and operational areas inside the Property boundary. The precise address of the Property is held by the Authorised Contact and provided to authorised entrants on request.
This Plan applies to all persons entering the Property, including but not limited to: visitors, contractors, suppliers, neighbours, government officers (subject to their statutory powers), and Bizix Agritech personnel.
3. Authorised Contact
The Authorised Contact for this Plan is the Bizix Agritech Chief Scientist.
All entry to the Property must be arranged in advance with the Authorised Contact. The Authorised Contact is responsible for:
- Briefing visitors on Plan requirements before entry;
- Assessing biosecurity risk for proposed visits;
- Maintaining decontamination facilities at the Property;
- Reporting suspected breaches to NSW Local Land Services; and
- Maintaining and reviewing this Plan in accordance with section 10.

4. Biosecurity Matters Managed
4.1 Serrated Tussock (Nassella trichotoma)
A NSW-declared priority weed. Serrated Tussock spreads readily by seed via soil, vehicles, footwear, livestock, fodder, and machinery. Establishment risk on the Property is significant given regional prevalence, and the Property is operated to keep it free of Serrated Tussock incursion.
4.2 Animal-Borne Disease Vectors
The Plan addresses disease vectors that may be carried by:
- Domestic and feral livestock from neighbouring properties;
- Wildlife transiting from adjoining land;
- Equipment, footwear, or vehicles previously in contact with infected animals or contaminated environments; and
- Animal matter (manure, fodder, veterinary equipment, carcasses) brought onto the Property.
5. Conditions Of Entry
All persons entering the Property agree to comply with the following conditions. Entry constitutes acceptance.
5.1 Prior Approval
Entry is by prior arrangement with the Authorised Contact only. Unannounced entry is prohibited and constitutes a breach of this Plan.
5.2 Vehicles & Equipment
- All vehicles and machinery must be visibly clean of soil, plant material, and animal matter on arrival;
- Wash-down may be required at the Property entrance prior to crossing the boundary if the vehicle has been on Serrated-Tussock-infested or potentially disease-contaminated ground in the previous seven (7) days; and
- Visitors must disclose to the Authorised Contact the vehicle’s previous location(s) where Serrated Tussock or animal-borne disease are known to be present.
5.3 Footwear & Clothing
- Footwear must be clean of soil and plant material on arrival;
- Boot wash facilities, where provided, must be used before walking on Property ground; and
- Clothing visibly contaminated with mud, plant material, or animal matter must be cleaned or replaced before entry.
5.4 Livestock & Animal Matter
- No livestock are to enter the Property without prior written authorisation from the Authorised Contact;
- No fodder, manure, used veterinary equipment, or animal carcasses may be brought onto the Property; and
- Domestic pets are not permitted on the Property without prior approval.
5.5 Plant & Soil Matter
- No soil, mulch, fodder, or plant material may be brought onto the Property without prior approval; and
- No removal of soil or vegetation from the Property without authorisation.
5.6 Animals On The Property
All animals present on the Property are managed under strict movement and handling controls. Every animal movement onto or off the Property is logged and authorised by the Authorised Contact.
- No person may handle, move, release, capture, harm, harass, or otherwise interfere with any animal on the Property without prior written authorisation from the Authorised Contact;
- No person may approach, feed, or attempt to make contact with animals on the Property except where expressly invited as part of a planned, briefed activity; and
- Suspected interference is reported to NSW Police and to NSW Local Land Services. Depending on the nature of the conduct, interference may constitute offences under (without limitation) the NSW Biosecurity Act 2015, the Prevention of Cruelty to Animals Act 1979 (NSW), the Inclosed Lands Protection Act 1901 (NSW), and the Crimes Act 1900 (NSW).
6. Decontamination Requirements
Cleaning equipment is available at the site office located near the Property entrance. Visitors must use the available equipment to clean footwear, equipment, and (where required) vehicles before crossing the Property boundary, and again before exiting the Property.
Visitors arriving with vehicles, footwear, or equipment that is visibly contaminated with soil, plant material, or animal matter may be refused entry by the Authorised Contact pending decontamination.
7. Reporting Breaches
Suspected breaches of this Plan should be reported immediately to:
- The Authorised Contact (details in section 3); and
- NSW Local Land Services — lls.nsw.gov.au — for biosecurity enforcement matters.
Trespass on enclosed lands may also be reported to NSW Police under the Inclosed Lands Protection Act 1901.
8. Legal Basis & Penalties
This Plan is made under the NSW Biosecurity Act 2015. Once signposted at the Property entrance, compliance with this Plan is a legal requirement for all entrants. Failure to comply may be prosecuted as an offence under the Act, with penalties of up to:
- $1,000 — Penalty Infringement Notice (on-the-spot fine);
- $220,000 (individual) or $440,000 (corporation) — court-imposed penalty; and
- Up to 3 years imprisonment for intentional or reckless failure to discharge a biosecurity duty.
Entry to the Property without permission may also constitute trespass under the Inclosed Lands Protection Act 1901.
9. Plan Availability
This Plan is publicly available at agritech.bizix.com.au/biosecurity.html. A printed copy is available at the Property entrance and on request from the Authorised Contact.
10. Version & Review
This Plan is reviewed at minimum every twelve (12) months, and after any material change to Property operations, regulatory framework, or the regional biosecurity risk profile. The Plan has been continuously in effect at the Property since 1 January 2023.
